What diplomacy actions are needed to be able to trade technologies?

2 nation leaders want to trade technologies in LT30. What do they need for it?

Do both nations need to establish embassy within each other's cities?
I'm sorry if this was answered before -- I have not found the answer searching for "trade" and "tech" in this forum.
If this can be evaluated from the ruleset, can someone explain where to look? Or how to setup local server for testing?

For testing use just LT30 ruleset, get it via git repository.
