There is now a 10% chance to steal techs by conquering and a 5% (because of the 50% base chance of spies/diplos to succeed) chance to steal techs with diplomats or spies.
Tech trading became extremely unpopular when we played LT33.
Is there any reason why someone would like to enable tech trading?

I like tech_loos_donor option, it means that someone who give a tech by trading/conqering/stealing may lost a tech after trading/conqering/stealing.
For example we could set 5% (3%) to lost a tech while getting, and 15% (9%) to lost a tech while giving. It will make tech trading somehow risky, but it will make exploit over taking cities by weakest in sci member of a team who is attacking.
It could bring other exploits like - I dont want theo so I will give it out so many time I will loose it.

We had this one attack in LT31 with the tech_loos_donor option on and one nation lost something like 15 techs in just few turns. To me it feels like that changes the game too much.
It looks like the tech upkeep might be an alternative to this since all the negative bulbs no longer go away when you lose a tech. Only half will be gone if you don't have enough bulb production to cover the negative. If someone producing just something like few hundred bulbs receives techs worth 10 000 bulbs it will take (-5000, -2500, -1250, -750 -250 -0??) maybe 5 turns to recover from that and that makes planning attacks more risky.
BTW: Theology has been highly unpopular tech because it expires the Temple of Artemis but with LT36 this may change. With Theology the players can build the Second Palace small wonder and if the empire is even slightly bigger that will have a huge impact on waste and corruption
