If Luca wants to delegate his nation to you, you may take it but that nation may and will (probably) be taken over by some other player in the future. In any case Luca needs to set the delegation on the web page.
His announcements also gives us the possibility to have some new player taking over. When a player ends playing and announces that on the forum there is really no need to wait for those 10 turns. Currently however we don't have anyone waiting for a nation.

Longturn is never played with AI, with the exception of civil war.
