Possible changes for first ladder war game

* turn change times (probably not worth adjusting this in these games).
* make sure pre-fortress is required before fortress.
* increase cost of walls (or require upkeep).

With this setting it will be quite hard to kill all Rebels in 30 days.

Make sure "attack non native" is on for all the heavy land units. Not being able to shoot someone with a cannon because they are in a swamp is annoying!
