Prefortess and base type A coincide ?

Are those two terrain improvemtns the same?

In the combat menu we have:

Build Type A Base
Build Type B Base
Build base ->
Pre-fortess
Fortress
Air-base
Buoy


But in the map in the tile info pop-up (and the image) of type A base and pre-fortress are the same.
So are they funtional equivalent in the game?
