Poll reads:
Stepping down from a mountain will eat all movement points - to ballance for being unreachable by cannons. This is regardless of rail or road, it always costs all mps. And applies only if the unit spent the previous turn on the mountain, as it is now. So this poll effectively increases the mp penalty from 1 to infinity.
I would be in favor or this if it did not include road/rail. Since catapults/etc can reach mountain if there is a road, then I think units should be able to step down with normal MP.

Yeah if a worker moves to the mountain and builds there. I see your point. It's worth a try. Essentially mountains will become huge obstacles and will be pretty much avoided. If moving along a road, hit a mountain you can move to it with normal MP? Then one move off and you're done, like unloading from a ship. Yeah sure, I say lets go for it.
