Victory in this game will be score based. There is no alliance victory, however, there is no problem if players form an alliance to help each other achieve a better score. This means any kind of interaction is "allowed", even a stronger player attacking a medium player to gift a better score to a weak player. However, "allowed" does not equal "polite" or "fair". Anyone who believes he is treated unfairly has every right to scream it out loud and smear the reputation of the unfair players.

There should be NO RTS.
For those who don't know, RTS goes for Real Time Strategy. Civ is a turn-based game, which means every player should be allowed to make his moves in peace, meaning, without real-time interference. This means that, if you log in, and realise your city is under attack and see an enemy catapult next to it, you should not attack the catapult until it is done moving and, ideally, until the attacking player logs off or tells you that he is done moving. Yes, it is uncomfortable. Yes, it is tempting. Don't do it. Clench your fists, grit your teeth, and do nothing. It strengthens character. This is just a game.

IMPORTANT! Bringing reinforcements into a city that is currently under attack is also considered RTS. Be fair. Don't be an asshole.

There will be debatable situations. You have a limited time to play due to real life, you log in for the day and realise you're under attack. Technically, you should wait, but what if you have just 20 minutes to play and then you need to do some real-life work or go pick up your kids or something? Use common sense. Communicate with the attacker. Definitely don't pick units mid-move. RL stuff can not be an excuse for that.

In case of disputes, things may get rough. Worst-case, game will be paused by the admin until the thing is resolved. It is possible that gains made by the RTS perpetrator will be penalised by the admin: removal of units or otherwise.

The admin is also a player. The admin will do his absolutely best to be fair in disputes. You may trust him or you may call him a liar. If you believe he is dishonest, well, you probably don't even want to start playing a game admined by a dishonest person.

Endgame condition

Ok, this one is going to be interesting. We're trying out something new.

There is no fixed end turn. Instead: the game ends when a player has the best score for 20 consecutive turns!.

Now, there are technicalities. The following conditions need to be fulfilled for this to be official:

* a wonder that gives everybody embassies with everybody needs to be built (usually Atlantic Telegraph Company, but the ruleset is still in development so check it when the game starts)

* the best score player needs to declare publicly: "I announce that I have the best score". A screenshot on he relevant Discord channel would be helpful. Then the finale run starts. If he still has the best score 20 turns later, he wins. Yes, this means that having the best score without a declaration does not automatically mean you will win 20 turns later. You must make a declaration.

* If there is a one-turn break where the winner-to-be doesn't have the best score, the finale run is stopped and everything goes to zero. This also must be declared. If nobody notices it, it didn't happen. A screenshot on the relevant Discord channel will definitely help.
