After the game is finished, will it be available for download by every player,
I mean, each save-file of each turn, available for download,
or not?
Can we vote on it?

Fine by me, but is it going to be a lot of work for dude to gather it all?

Well, my freeciv server saves all files at the same directory... I dont think ordering a tar command can make anyone busy...
