pre-fortress

There was some confusions in LT44 due to same graphics used for pre-fortress, which do nothing, and fortress, which do a lot.
Solution is simply, use different graphics for pre-fortress:

name           = _("Pre-Fortress")
graphic        = "base.outpost"
Base outpost already exist, it looks like low palisade, thus it fits excellent as pre-fortess graphics.
Only servers-side terrain.ruleset need to be changed.

I thought it was intended to be this way the whole time, but there was just a graphical error like getting the Longshi and Trireme graphics backwards.
