A way to avoid civil war with 99% chance (funda)

Fundamentalism now has only 1% chance for civil war when the capital is conquered. We are not completely removing civil but instead making it possible to play with gov where it's highly unlikely. Funda should also be competitive now.

Anarchy now has 49% chance of civil war. Previously all the govs had 50% higher chance for it and the possibility was reduced from all but anarchy. Now that same thing also applies to anarchy.

The other govs are as they were. Let's see what we will get with funda. At least there is one more reason to pick fundamentalism and it should be a viable option now with all the tweaks. The -25% penalty for research is not super bad. It used to be -50%.

This makes absolutely no sense. You are drastically removing Civilization from a strategy simulation. There is absolutely no point in Fundamentalism being immune to Civil War and Democracy and Republic not. If anything, it's the Fundamentalist government that should fall apart at the first whiff of wind.

Also, again, with percentages you are introducing luck as a game-changer. If you're lucky, you keep playing. if you're not, game over. One roll of the dice.

Democracy also has a very low chance for civil war with just 10%. It also depends on how you view the funda. If they are true to the cause they will keep fighting. Then again I can understand that in most cases the cause is easily forgotten...

Let't go with this for now unless you really think this makes funda too powerful? We can plan removing the civil wars at least for more experimental games.

I do not think civil war % need to change at all, but if changing, sounds reasonable to me. But I liked anarchy at 99%. :)

Corbeau, yes *if* your capital is taken then yes "one roll of the dice" to see if more bad things happen. FreeCiv is all about "roll dice". Otherwise every battle would be predetermined and boring. Civil war was designed in as part of the game, and I think it should stay.

Also every game I've every played, if your capital was taken, you're not going to win, civil war or not. It's just a matter of how long you keep playing and put up a fight.

I think there is more strategy having civil war in, then just disabling it. And yes more luck too, admittedly. But it's another thing to consider.
