This whole part of discussion is happening because there are rules (which are simple and basically clear), but nobody is following them. That is the source of confusion.

The rules were simply:
We will do a 5 team game if we can figure out who 5 team leaders we can have for picking the teams. One team leader picks at a time.
There was not mentioned, that list must to be closed, thus my confusion, why some team leaders were acting and some not.

I have a problem with very good players coming in later and taking "anyone who drops". When the teams are assembled, hopefully they will be balanced. Whoever drops early is far more likely to be a bad player so that team, initially balanced, will be replacing a bad player with a very good one. So the balance goes out the window.
And I'm curious, what's with the "I won't play from the start, but I'll join later" attitude? You either want to play or you don't want to play. This is a nice way to squeeze into victory behind the back of fair play.

I'm curious too, but also dubious: zoltan's behaviour in lt44 was problematic to say the least.

In LT45 players joining in the start can control max 1+1 nations at the same time. However players replacing idlers can control 0 + 1 nations.

You aren't signed up for LT45. I guess you're just commenting in general? What problems do late drop-in replacement cause? Skilled player replacing a noob? Uncertainty about who exactly is playing what nation?
But in any case it's going to be hard to form teams until we know for sure who all is going to play. When is the cutoff window? I thought it was last Saturday.

BTW I was pretty sure, that game will run in Monday, according to pregame counter, thus I was so concerned why teams are not complete yet

What problems do late drop-in replacement cause?
The tedious process of team making by captain's picking is debased by later replacements.
Even more so if top players make it a habit to drop in later.

Yeah, no drop in replacement at-will, otherwise its not going to work. Can we require captains approval for replacements? I understand we can't automate the enforcement, can we at least agree verbally? Asking team captains here

Reading up on various Discord chats (where official plans are apparently discussed without any public posts on the forums), it seems that the plan to organize teams by Ordered Preference Lists is afoot. I have modified the Original Post with the following directives:
Step 1: All Captains must choose a color!
A Captain fundamentally has to be responsible enough to speak FOR the team, and speak TO the team. They don't need to be the most skilled, just be in charge of making sure the team *works*.
Step 2: Captains should create a player preference list with as many players as they wish. A fair algorithm will distribute players onto teams.
Step 3: Players wishing to play together can arrange swaps with other teams, provided their captains do not object.

I am working on my preference list, and to help with the myriad of options, I grouped the players into 3 groups: Dangerous, Experienced, and Noobs. Please note that these lists are compiled by my own finite and fallible impressions using limited information. Players within a group are listed in their signup-order. No ranking is implied within a group.
Dangerous: These players seem to know the game well and I have either heard of their reputation, or seen them perform well in LT44, or they have just played in many games.

I'm not sure Joy is in the right category and I have no experience on how kamBLR plays, but I'm not sure you placed him in the right category.

I totally agree with Corbeau. And I would put him in the "can be dangerous" category, especially if you add xandr, sigur and louis there.
