Ruleset changes after the game has started

I think we should allow ruleset changes made for in-game help texts. Even after the game has started. The game may not be restarted right after fixing a help text but it should be possible. No changes to the actual game settings unless there is something that will actually break and stop the game unless fixed.

Can anyone think why this shouldn't be done? Stopping and starting the game is one thing that should be avoided when possible, but in addition to that?
