Adam Smith crash - how to patch?

Though this topic http://forum.longturn.org/viewtopic.php?id=46 talks about it, I think it's better to start a new thread with a clear title.
I'm now affected by the Adam Smith bug that makes the client crash. I have downloaded this file https://gna.org/bugs/?19219#attached but I don't know what to do with it. If someone knows it and can explain it...
I'm using 2.3.1 in windows xp and windows 7. I haven't tried it in windows7 but it seems it crashes too.
I don't get any error message, but it opens a window with the nations in ltex23 and fastly closes it.

From what I know you can't compile Freeciv on Windows. Cazfi cross-compiles it from Linux.

Yes, it worked. I have just tried in windows Xp and freeciv 2.3.0
