Finite movement on rails

Using Freeciv 2.5 makes it easy for us to change the movement points for travel on rails so that it is finite.
This is already standard in the newer civ2civ3.
I suggest rails give double the bonus of roads.

I still like infinite moves at the end with maglev (needs superconductors). It ends the game quicker once the tech tree has been finished.
