Dead players can see the whole map

It turns out that all dead players can see the whole map (likely without fog of war). We can't be sure that none of those dead players will provide useful intel to their allies/friends. This should be disabled ASAP.

I presume one easy solution is to reassign their nation to a dummy account (seeing it seems we cannot remove players).

I found the line in the code that does this. It's not configurable. Changing it would require restarting the server. I guess I have to do it, but last time I experienced loss of bulbs. So brace for it.
