"End of Turn" moves and "RTS"

A debate over proper movement etiquette broke out on the Freeciv Longturn Discord channel.
Zoltan accused me of "RTS-ing" when I moved attack-forces right before the Turn Counter, then attacked immediately after the Unit Wait Timer expired.

I was under the impression that this was a legitimate use of the Wait-Timer, and that "RTS" was when you were moving units at the same time as your opponent.

Am I missing something here? Is there some unspoken rules that I was unaware of?

This is currently allowed while not encouraged. There is no rule against it.

The random hour fix, not known to the player, might do the trick for it but that might require lots of coding.

"Random Hour Fix"? What would that do?

I presume "make Unit Wait Time" a random number, presumably for every turn or even for every unit.

Which would make no sense to me because it would benefit players who are able to get online more Someone who isn't able to, would simply economise with his time and connect at the latest possible hour, while a time-camper would be able to check if he can move his unit(s) every 16 minutes or something.

So, no. Next suggestion, please.

This reminds me of Brexit. There are going to be a thousand ideas how to remove the current system and set something new, and in the end, after they are all proven to be worse off, the conclusion will be that what is in action now, while not perfect, is the least bad solution.

Oh, and my recommendation: whenever you see Zoltan post something anywhere, you should engage in a safe mode. I am not going to go into details for the sake of the community.
