Being able to use Diplomats and Explorers to walk an enemy army past ZOC seems like the sort of thing that shouldn't be allowed.
I have made use of it personally, and have not (yet) fallen victim to it, but I just want to get it out there that I disapprove of it as a concept.

Wait, the ability to disable it is already in place? Then why isn't it disabled yet?

Over passing of ZOC by explorer/diplomat was a part of the game since last quarter of the century.
You can imagine, that IgZOC unit is a kind of scout, regular unit would refuse orders to pass unknown territory nearby enemy while exposing own flanks, but scout can check if passage is safe.
BTW, IgZOC for Trireme is overpowered - not only Triremes can go diagonal along the rivers, but they can't be blocked on the river corners.

EDIT: unfair thing is, that IgZOC unit produce ZOC itself - therefore such units are overused to interfere with others players unit movement.
Freeciv 2.6 "HasNoZOC" flag can solve such issue.

Can it also make the path clear of projectiles flying from all sides as the unit is moving between two enemy units?
