How about organising some "soft" or "farmville" games for people new to Longturn? Some additional rules to reduce aggression, a bit more space for everyone, a more friendly environment, for more peaceful people to play before being thrown into the lion den?
Probably a bad thing to completely forbid war, but make a limit, for example "only allowed to conquer one city per three turns" or even "need to declare war publicly three turns before the attack"?
Maybe switch off tech trade, but definitely allow stealing and techleak.
