This feature is now possible with the LT40/LT46 rulesets but not with the traditional one. This is a feature we have from Civ2Civ3 and it was only changed for the more experimental LT40.

Pillage own infrastructure to prevent that it falls into enemys hand? https://en.wikipedia.org/wiki/Operation_Alberich just one example from history.

Probably not possible but then again workers can be captured and military units already can pillage anywhere.
People may want to pillage roads that might fall into enemy hands. Or something else. Pillaging farmland into irrigated only also makes sense since that way you may get extra gold with super highways.
