Dirty bombs?

I was toying with the idea of creating dirty bombs that would not destroy anything but just create pollution.

Not even sure if this is possible but if it is, it could allow new kind of strategies for some rogue nations.

Maybe investigate the effect that causes industrial accident at a nuclear plant? (Not at desktop, can't look technical details now.)
