No more +2 food from harbours

Instead harbours give +1 food and the upkeep is 1 gold.

There is now another harbour improvement with Electricity. The Harbour Improvement will give additional +1 food. That way the ocean tiles will give the same amount food you would get from land tiles with supermarkets.
