The game could start in May or late May. Since it's summer time, on the northern hemisphere the majority of our players have probably less time for playing the game. That makes it tempting to create a game that would need less attention from the people playing it. Here is my proposition for setting up a game like that.
- considerably smaller map
- while a typical game has space for about 15-18 cities / player LT37 would have space for just 5-6 cities
- with less cities it's harder to get bulbs so this time the cost of the science would be only 20-30% of the normal. LT36 has 90% science cost
- with less cities some buildings, wonders and stuff need to be cheaper. Leonardo might cost something like 80 but it would upgrade just one unit / turn
- citymindist would be 5 once again
- allied victory as it was in the previous games
- something like 30% of the players would be able to win the game together.
- a teamless game
- might be a good idea to limit gold trading if the map is smaller and there are less cities
Naturally the issues with LT36 will be fixed. Especially caravans. Roads currently take 1/2 move and some people may want to leave it like that but also some may want to change that. Would be nice to hear opinions about that. This also affects the move rate of the alpines. With 1/3 moves there would be no reason to slow down the alpines. With 1/2 moves we might want to do something about them even while slowing them down sounds like a bad idea. Sorry, but flattening the game can only be taken that far before it gets boring. However we may be able to change something else than moves/strength of the alpines.
Hopefully the ruleset would need only modest changes and it would be quite familiar to those playing LT36.
If a smaller map works, it might not be that bad idea to have LT38 as a team game with a small map and with no pooled research as Freeciv 2.5 allows that!
This is of course a proposition and we can do something else if someone comes up with a better idea.
For the autumn we could also play Sketlux's "German States 1871" scenario. That could be started while LT38 would be already running. Not everyone wants to play a team game and this might be a nice alternative for those people.

Wieder, thanks for running LT36 and been 99% success! And ty for getting this thinking started already for LT37!
Yeah smaller map would be great, as my opinion is LT games take too much time to manage tons of cities. But that is great that edrim is doing LW, which is a perfect alternate for the big game.
I think team games are great. Especially to just have two teams and then there isn't any alliance politics and team size arguments, etc. And perfect way to teach noobs. So I vote for team game, but of course that could be game after.
I don't think gold trading has to be limited, as I think 10% penalty I think is enough. But not sure how much other teams have used this in LT36.
I personally prefer fast, unflattened games: roads at 1/3 MP, rails 0 MP, restrict enemy infrastructure disabled. But I know this enables easier TC attacks. But maybe unitwaittime could be used to affect all units (like if you move unit < 10 hours before TC) then all your units must wait 10 hours?
But anyways, if roads are back at 1/3 MP then of course fine to leave alpines at 1/3 MP.

Some quick thoughts.
The reason I was thinking about a teamless game for the summer is that last summer we had a team game and maybe it would be a nice idea to have one in the autumn. No need to make the decision now.
I don't know if the gold transfers were used that much in LT36 but with a smaller map it might be easier to boost one nation with that. Very hard to say if it would be too powerful or not. Opinions are welcome
Too bad implementing the workerparalysistime (no work can be done if working on enemy territory and with less than 10h to the tc) is not that easy to implement.
