LT36: The first draft of the LT36 Freeciv 2.5 ruleset is now on git

This is the first draft for LT36 with Freeciv 2.5 and there are most likely some errors left.

It's basically the same ruleset we had with LT35 but there are some minor tweaks here and there. In addition to that there is also a new small wonder, the Atlantic Telegraph Company. With this small wonder players will get an embassy with every nation in the game. It will be available with electricity and the city building it needs to have an university before ATC can be built. This should make the game more fair to the newcomers and also harder for the veterans since it's harder to hide the secrets in the endgame.

What's the difference between Atlatic Telegraph Company and Marco Polo Embassy?

With this ruleset Marco Polo's Embassy is a world wonder and giver everyone a 30% boost to trade. As a bonus the player building Marco Polo is the only one who can build another wonder - the Trade Company. The trade company gives only the player building it an additional 10% boost to trade. That's Marco Polo in LT36 (actually it was like that also in LT35). Marco Polo will become available with trade but it's quite expensive.

The Atlantic Telegraph Company is a small wonder and everyone can build it. It gives the player building it an embassy with everyone. With that the newcomers will be able to know exactly what everyone is researching and what techs they have.

There is also a penalty for changing techs. This is only 10% but it's there to make last minute tech switching just a bit less comfortable. Not too much. However if an experienced player does that just before completing a tech, there is usually a reason for paying 10% penalty and this should help the new players to figure out if someone is planning something nasty/preparing to "liberate" your nation.

Another feature just added to the ruleset is the Second Palace. That will become available with Theology :D and it will act as a second government centre reducing corruption and waste resulting from the distance to the palace.

If everything goes well we will open signups in the next week. I haven't yet asked akfaew for a test run with the Longturn infra (delegations etc...) but I think we are ready for that now. I'll ask him once I have posted this message :)
