SuomiPeli2023 (FinnishGame2023) victory declaration

Catalans would like to declare victory. This can be objected by any still living player within the next 5 full turns (up until T110).

If someone objects within the next 5 full turns, the game continues and it is up to Catalans to deal with the objector.
