Possible bug with roads - Caravans can move any terrain

Does anybody noticed this bug?
Before, my Caravans was able to move by roads only.
But two turns away (starting around T61) I am now can move Caravans by any terrain!

Checked now.
Caravans can move on both rivers and roads.
Cannons/catapults can move on roads only.
