Convert LT32 ruleset to Version 2.4

The next major game LT33 will probably be played on freeciv 2.4 series. We need a suitable ruleset. I think the LT32 ruleset was excellent and only needs a few tweaks for a non- team game. I am happy to upgrade the ruleset to Version 2.4 and suggest it is tested in an LTex game before LT33. I doubt I would play either game though.

We are planing to jump to 2.5 brunch, i dont think anybody will do so much work to port of all this stuff from 2.3 once we will have 2.5 in couple of months from now.
Remember that we are using delegation system connected to www server and auth are getting from www server too.

Thanks Edrim - I will skip updating to 2.4 and offer to do the work creating a 2.5 ruleset in a couple of months.
