Big Picture

I missed lot of the actual discussion, and I bet the majority of players too.
As I'm taking in consideration wether to confirm my participation, can someone please post the Big Picture about incoming LT32?
I mean:
1 - relevant settings including
a. overall settings
b. main differences with standard Freeciv
c. main differences with last LT games
2 - most relevant open polls or decisions to be made
Plese remember that many players, including me, can't actually remember many basic settings related with standard rulesets or past LT games, so please explicitly post even the most obvious settings, such as x3 move etc.

My very rough guestimate is, that it's LT31 ruleset with some tweaks you can see from polls. With a smaller map. And with preselected teams. And with one or very few continent(s).

Here is a list of changes to standard Freeciv, for LT31 that is.
