There are two things I see as dysfunctional.

1. Hoover Dam is way too expensive for the benefit it creates. It is basically an anti-global-warming device and not a huge benefit to anyone, and those 6 shield extra are not a large enough incentive.

2. Standard infantry - especially Riflemen - shouldn't be obsoleted by Marines, which are basically special forces. If you have some more backward units left, you can't really make Riflemen because they are gone and maybe you don't really need a top notch unit in every city.

1) The Hoover Dam might produce tons of shields to a city it's locate in. That would maybe make it interesting enough to build. Now the question is, how many shields? I suppose 20 would not be too much.

2) The riflemen were not obsoleted by marines in the past but that was changed to allow an upgrade path for the units. We can of course change that.

6000 shields for a bonus of 20? So it pays off in 300 turns?

The price should also be adjusted. Now it's there because it was left as a reminder for us. So that we could figure out the correct cost one day instead of forgetting the wonder.
