New rule about polls.

Following the bullshit of lt31, I think we need a new rule about polls.

9. Any poll setting a end turn will be invalidated if it does not include a clear quantitative wait of declaring victory when the game end.

Example of quantitative wait of declaring victory could be: Score, technologies, happiness, number of cities, etc...

Note: This does not prevent player from ending a running game through agreeing on tie or surrender.

So it will be a nonwritten rule. Your the admin, but I don't think that's a good idea.
