More ideas for LT46

The follow up to the more experimental LT40. Based on LT40 but with more features, more units, new buildings, new techs on the tech tree and with improved unit based tech trading. LT46 will start sometime in 2020.

More ideas for LT46

- settlers can't be bribed
- workers can't be captured
- libraries will give 80% bonus instead of 50% but universities etc will give the usual 50%
- markets, banks, etc will give 40% bonus instead of 50%
- the empire size limits will be there but will not apply to communism so that should allow a real alternative path to trade based govs
- as we saw with LT40 the empire size limits will also become irrelevant with trade based govs if you have enough lux buildings (markets, banks etc)

This stuff is only planned for LT46 and not for LT47.

Agree (as otherwise initial idlers can be found for huge advantage)

Disagree with this change, as why have poor workers die when they can go serve other nations? Also I think adds interesting strategy for bringing defenses out of cities to cover them.

After Great Library will Libraries give +160%?

Why Markets/Banks down to 40%? To hurt trade governments so size limits come into affect more? I feel like that wouldn't be right knob to turn for this, as it will affect all governments, and just slightly slow down game. (less gold, less efficient cities). You are trying to keep lux% down? Can Markets/Banks/Stocks increase gold but not Lux?

Generally good idea.
Well, lets Marketplace increase overall Trade (as Marketplace is supposed to, and to help small cities bringing any benefit regardless of tax structure),
while Banks and Stocks are a buildings tied tightly to money, as a universities are special for science (maybe also amphitheaters should produce luxury instead convert unhappies?)
